On the same day, Rongshui County unveiled four new tax collection and management systems aimed at enhancing oversight in the timber and bamboo sectors. These included on-site inspection protocols for timber and taxation guidelines for the bamboo and wood processing industries, all designed to strengthen regulatory control and ensure more efficient and transparent tax administration within the sector. This move marks a significant step in the county’s ongoing efforts to drive economic development and promote industrial upgrades.
The region is rich in bamboo resources, boasting high-quality fir trees with an estimated 16 million cubic meters of total wood volume, 350,000 cubic meters of commercial timber, 25,000 hectares of bamboo forests, and an annual quota of 11.76 million bamboo shoots. However, many of the towns involved in bamboo production face challenges such as poor transportation infrastructure, complex tax enforcement, high administrative costs, and limited local capacity to manage these operations effectively.
To address these issues, the county introduced four key policies: the Implementation Measures for On-Site Timber Inspections, the Supplementary Provisions for Bamboo and Wood Management, the Tax Inspection and Enforcement Incentive Measures for Townships, and the Tax Administration Guidelines for the Bamboo and Wood Processing Industry. These measures aim to monitor tax-related activities from the source, promote fair competition in the bamboo industry, improve market order, and boost the motivation of law enforcement staff while raising service standards. By implementing strict regulations alongside incentives and penalties, the county hopes to enhance tax collection efficiency and maximize the benefits derived from forestry resources.
With cross-departmental collaboration, the government aims to build a sustainable system that protects the rights of both the state and local forest farmers and business operators. Since the start of this year, Rongshui has focused on improving economic growth and transitioning toward a more sustainable development model.
Through initiatives such as industrial parks, research bases, and large-scale projects, the county has attracted several high-level, technologically advanced enterprises in the bamboo and wood processing sectors. Financial and land-related preferential policies have been continuously implemented to support these businesses. Currently, the Kangtian Bamboo Industrial Park, planned to receive 700 million yuan in investment, is under active development. The provisional guidelines for attracting bamboo and wood processing enterprises have already been issued. Over 45 million yuan has been allocated to prepare 700 acres of land for "three links and one leveling." So far, 26 large and medium-sized enterprises have expressed interest in joining the park. The county is working hard to transform from a forestry-dependent area into a strong, sustainable forestry economy.
