Guangxi Rongshui County Bamboo and Wood Processing Industry Introduces Four New Deal

On the same day, Rongshui introduced four new tax collection and management systems aimed at improving the regulation of the wood processing industry. These include on-site timber inspection procedures, taxation management for the bamboo and wood processing sectors, and enhanced enforcement mechanisms. This move marks another significant policy initiative by the county to drive economic development and promote industrial upgrading. Rongshui is rich in bamboo resources, with high-quality fir trees and a substantial volume of timber—16 million cubic meters in total, including 350,000 cubic meters of commercial timber. There are also 25,000 hectares of bamboo land, along with an annual quota of 11.76 million units. However, many of the towns that produce and manage these resources face challenges such as poor transportation infrastructure, difficulties in tax collection, high enforcement costs, and limited administrative capacity. The four newly introduced policies include the Implementation Measures for On-Site Timber Inspection, the Supplementary Provisions on Bamboo and Wood Management, the Earnings Policy for Township Tax Enforcement, and the Tax Administration Measures for the Bamboo and Wood Processing Industry. These measures aim to monitor tax-related issues from the source, ensure fair competition in the bamboo sector, regulate market operations, boost the motivation of law enforcement officers, and improve service quality. They also emphasize strict oversight combined with clear rewards and penalties. With inter-departmental cooperation, tax collection will be strengthened, maximizing the benefits of forestry while gradually establishing a long-term mechanism to protect the rights and interests of both the state and local forest farmers and operators. Since the beginning of this year, the county has focused on improving economic development and transitioning toward a more sustainable growth model. Through platforms like industrial parks, bases, and key projects, Rongshui has attracted several large-scale, high-tech enterprises in the bamboo and wood processing sectors. Financial and land-related preferential policies have been continuously implemented to support these businesses. Currently, the Kangtian Bamboo Industrial Park, which is planned to invest 700 million yuan, is being developed steadily. The provisional regulations for investment promotion in the park have already been issued. Over 45 million yuan has been invested to complete 700 acres of land for "three links and one leveling." Twenty-six large and medium-sized enterprises have expressed interest in joining the park. The county is working hard to transform itself from a forestry county into a strong forestry-based region.
