China Printing and Dyeing Industry Association: Announcement of New Industry Access Conditions

Recently, the newly revised “Admission Requirements for Printing and Dyeing Industry” put forward higher barriers to entry and requirements for printing and dyeing companies. Access requirements are more detailed in terms of corporate layout, process and equipment requirements, resource consumption, environmental protection, and comprehensive utilization of resources. Immediately afterwards, the executive meeting of the State Council put forward requirements for intensifying efforts to ensure the realization of the “Eleventh Five-Year Plan” energy-saving and emission reduction targets.

Through the efforts of the first four years of the “Eleventh Five-Year Plan” period, the energy consumption per unit of GDP has dropped by 14.38%, but there is still a big gap between the target of reducing the 20% by the “Eleventh Five-Year Plan”. The State Council executive meeting made eight requirements for energy saving and emission reduction targets, making this goal even more solemn. Recently, the reporter interviewed relevant experts of China Printing and Dyeing Industry Association regarding the topics mentioned above by the printing and dyeing industry and enterprises.

What are effective measures

“The printing and dyeing industry has made great progress in energy conservation and emission reduction in the past three years, and has greatly improved both in terms of process technology and management innovation. This is not only a government requirement, but also a requirement for the development of printing and dyeing companies. The industry is an industry in which the textile industry consumes a lot of energy and water. In recent years, printing and dyeing enterprises have achieved significant improvement in their energy efficiency through the energy-saving transformation, and the reuse rate of medium water has increased from the previous 10% to the current 20%, with good printing and dyeing. The company has even reached 50%," said experts from the China Printing and Dyeing Industry Association.

As early as June 2007, the China Printing and Dyeing Industry Association issued a “Energy Saving and Emission Reduction Initiative” in conjunction with six local provinces and municipal textile associations, printing and dyeing associations, and 20 large-scale backbone printing and dyeing enterprises, and advocated that the national printing and dyeing enterprises should take active actions and resolutely implement them. Implement the regulations of the State Council and the State Council, fully implement the work of energy conservation and emission reduction, earnestly fulfill its obligations, assume the responsibility, set an example for energy conservation and emission reduction, and complete the energy conservation and emission reduction targets set by the countries and industries during the “11th Five-Year Plan” period. From 2007 to 2009, the Printing and Dyeing Association successively launched the "Recommended Catalog of Advanced Technologies for Energy Saving and Emission Reduction in China's Printing and Dyeing Industry," a total of 3 batches of 91 advanced technologies. The list of recommendations covers equipment, process technology, dyeing and auxiliaries, waste steam treatment, and resource recycling. In the past three years, the promotion of a number of advanced and practical energy-saving and emission-reduction technologies has increased the level of energy-saving and emission-reduction in the industry. Such as condensed water cooling water reuse technology, light alkali recovery technology, rosin recovery technology, sewage heat recovery technology. The technology in the selected list is mature, practical, advanced and effective. Taking the “Dyeing and Printing Wastewater Treatment and Water Recycling Technology” of Changzhou Dongxia Textile Printing and Dyeing Co., Ltd. in the third batch of recommendation catalogue as an example, the COD index of printing and dyeing effluent has been reduced from 1200mg/L to 193mg/L, and then undergoes advanced treatment. It further dropped to 36.85 mg/L. After the deep treatment, 50% of the water is reused, and the amount of water reused is 1,000 tons per day. In the year, 241.5 tons of ammonia nitrogen and 241.5 tons of total phosphorus can be reduced.

Consistent theme

Comparing the requirements for the assessment of resource consumption in the newly revised “Admission Requirements for Printing and Dyeing Industry” in 2008 and 2010: Newly-built or rebuilt expansion and printing projects, the comprehensive energy consumption of cotton, linen, chemical fiber and blended textile fabrics should be ≤38 kg per 100 meters. Standard coal is raised to 35 kg per 100m standard coal; the existing energy consumption of cotton, linen, chemical fiber and blended fabrics for printing and dyeing enterprises is raised from ≤ 54 kg of standard coal per 100 meters to ≤ 42 kg of standard coal per 100 meters.

The revision of the “Admission Conditions for the Printing and Dyeing Industry” not only further improved the barriers to entry for the printing and dyeing industry, but also provided specific quantitative indicators for the water consumption of the existing printing and dyeing companies. Therefore, all printing and dyeing companies should continue to increase investment in energy-saving emission reduction, energy-saving emission reduction as an important measure to enhance the competitiveness of enterprises, reduce energy costs through energy saving, increase product added value, increase the value of energy consumption per unit. At the same time, it will further promote clean production processes, reduce the amount of sewage generated and the amount of pollutants discharged, and realize the prevention of pollution prevention and control in the printing and dyeing industry from the end to the source. Only in this way can we achieve a win-win situation for both economic and environmental benefits.
